Consicluders anythat forms of conditionality clause inin the Structural Funds to reward the Member States most disciplined incould be related to transposing Single Market directives undesirablein the member states but believes that these measures should only be used as a last resort, and believes that using the leverage of EU financial support to provide incentives for the timely transposition of Single Market rules wshould be inequitableproperly balanced.
