Is convinced that decommitments across all headings, in particular heading 1b, resulting from total or partial non- implementation of the actions for which they were earmarked, should be made available again in the EU budget and be mobilised by the budgetary framework of the annual budgetary procedures; calls on the Commission to make proposals to that in the framework of the 2017 budget;
