Notes the need to strongly engage with all stakeholders, from the EU institutions to the Member States, from the private sector to civil society, in order to develop a common and shared vision underpinned by the idea that digital technologies and communications have the potential to create a better life for all; e.g. while healthcare costs are rising sharply and the European population is ageing; technology has the potential to help restructure our healthcare model from treatment to prevention and keep healthcare affordable;
