Considers that projects and policies funded by the European Union should be routinely assessed to determine which development actions are the most effective; calls on the Commission accordingly to formulate a comprehensive assessment policy based on clear-cut criteria and indicators; reiterates, however, that the quest for a policy with a strong impact should not lead to favouring a purely quantitative and short- term assessment of the results;
