Recalls that an overall strategic framework for the reform of the public service, including substantially improved administrative procedures and full implementation of the Civil Service Act, has still not yet been adopted; urges Croatia to speed up the process of public service reform in local and regional self- government, and to supply the necessary resources and training for the implementation of these reforms;
