Notes that the recurrence of legal challenges to the structures and rules of sport and of illicit practices by certain agents has created great concern, while greater legal certainty would help all actors involved to make better use of the advantages the internal market provides; recommends the introduction of European certification for players’ agents to enable them to be regulated;

Agrees with the Commission proposal that it should be possible for the players’ transfer system to be managed by the relevant European sport organisation or the national authorities; considers, however, that an independent European certification body for information and verification should be set up and should work closely with these existing authorities.
