Considers that the Commission must provide the necessary technical, logistic and financial aid to enable developing countries to implement the newly-agreed catch certification scheme, as required by Council Regulation (EC) No .../2008 establishing a Community system to prevent, deter and eliminate illegal, unreported and unregulated fishing;
