Notes that the average time to produce a Special Report continues to be 20 months, as it was in 2012; regrets that the Court of Auditors did not reach the strategic goal of an average production time of 18 months for Special Reports; calls on the Court of Auditors to attach to each Special Report details of the background to it and of the various drafting stages;
