Article 7 – paragraph 1
1. In order to strengthen the prevention and recovery of waste, Member States may take legislative or non-legislative measures to ensure that any natural or legal person who professionally develops, manufactures, processes and treats or sells products (producer of the product) have extended producer responsibility. Such measures may include an acceptance of returned products and of the waste that remains after those products have been used, as well as the subsequent management of the waste and financial responsibility for such activities. deleted Or. de (ii)

Article 8 a (new)
Article 8a Re-use and recycling 1. Member States shall take measures to promote the recycling of products, particularly through the establishment of or support to accredited repair and reuse- centres and networks and, if necessary, the creation of appropriate standards for procedures and products. Member States may take further measures to promote re-use in the form, for example, of economic instruments, procurement criteria, quantitative objectives or prohibitions on the placing on the market of certain products. 2. a) In order to achieve the objective of significantly increasing the proportion of waste prepared for re-use and recycling by 2010, the European Commission should first carry out an impact assessment. b) the specific target that can be set on the basis of the results of the European Commission's impact assessment should be left to the Member States. c) By 31 December 2015 at the latest, the European Commission should have assessed the progress made by the Member States and made proposals for improvements.
