Regrets once again, as it did in its discharge opinion 2008, the high level of carry-overs representing 42% of Title II and 63% of Title III; reminds the Centre of the principle of annuality; will monitor very carefully the budget implementation in 2010 and 2011 when proposing the level of EU subsidies for 2012;

Considers, nevertheless, the European Centre for Disease Prevention and Control as an important institution to strengthen and develop European disease surveillance, to assess and communicate current and emerging threats to human health posed by infectious diseases; points to the important contributions made by the Centre to measures to fight the H1N1 pandemic in 2009;
