Regrets once again, as it did in its discharge opinion 2008, the high level of carry-overs representing 42% of Title II and 63% of Title III; reminds the Centre of the principle of annuality; will monitor very carefully the budget implementation in 2010 and 2011 when proposing the level of EU subsidies for 2012;
