Agrees with the Commission that the current EETS system has been a failure, and emphasises that drastic action is needed in order to create an interoperable EETS; believes that the Commission should draw up proposals for a regulation in the area of interoperability as soon as possible so as to oblige all stakeholders tofurther advance the EETS project; regrets the fact that Member States have on the whole shown little interest in developing the EETS;

Urges the Commission to oblige Member States with vignette systems to substantially simplify the sale of vignettes and access to information and to operate an online payment service that allows customers to pre-pay their charges online; stresses the need for adequate and visible advance signage informing motorists about how much they will have to pay; stresses also that information about fines and other penalties should be clearly indicated and easily available;
