Underlines that the digital tachograph, based on Regulation EC/3821/85, should be improved as an instrument for checking: the Commission should investigate how to realise faster downloading of data from the digital tachograph by the controlling authorities; urges the Member States to integrate the use of the digital tachograph for stationary vehicle related activities, such as loading and unloading of the vehicle;
