Requests the Commission to put more emphasis onmake it a political priority to overseeing and ensuringe the concrete implementation of EU legislation by the Member States; notes that, when the rights of citizens are concerned, this needs to be done as of the first day an act enters into force; considers that more needs to be done in this area, and that the reasons for any failure to implement EU legislation should be identified;
