Calls for more effective implementation of programmes in the environmental sector, especially in cross-cutting areas which provide European added value, such as action to combat climate change, investment in cleaner and low-carbon technology, the promotion of energy efficiency and renewable energies with a view to achieving the renewable energy targets by 2020 and the promotion of green jobthe promotion of energy efficiency, the development of improved energy sources and preparation for environmental disasters;

3. Calls for the relevant funds to be used forto prepare for and prevent environmental disaster preventions and calls on the Member States to speed up investment in prevention and in the rehabilitation of industrial sites and contaminated land, given the low rate of implementation;
