Reminds that energy efficiency can be achieved by setting CO2 standards and informing users of the fuel consumption of their vehicles; calls on the European Commission to come forward with proposals to inform the users about the fuel consumption of new trucks, busses and coaches and to set limits on their CO2 emissions;

Notes that the least progress was made in the residential sector and thus calls on Member States to use energy service companies and energy performance contracting, to implement tax schemes and loan programmes in order to increase the low renovation rates for the existing building stock in Europe and to reward energy efficiency measures such as the uptake of energy efficient heating and cooling;
