Notes the impact of the global recession on public finances and the wider economy; in addition, considers that an ageing population coupled with a declining birth rate within Europe represents a fundamental demographic change which will require reform of the welfare and fiscal systems of Europe; and of the Stability and Growth Pact, in order to fulfil Member States' obligation to make their pension systems more sustainable;

Stresses the need to encourage private pension provision and to ensure that public sector pensions are no more generous, both in terms of contributions and benefits, than those of the taxpayers who ultimately pay for them; notes that private sector pension funds will play an important role in diminishing the future burden of providing state pensions; stresses the need to replace the Pay-as-you-Go system with capital funded systems;
