Considers, in the light of this, that election observation is merely a first step towards democracy and that it needs to be complemented by other, adequately funded activities for the promotion of democracy; therefore requests the maintenance of the budgetary ceiling agreed by the Commission of 25% of EIDHR for EU EOMs over the seven year period of the Financial Perspective 2007-2013;

Regrets that the ODIHR experiences unreasonable restrictions imposed by some OSCE participating States on the number of observers and the duration of EOMs, as well as delays in the issuance of visas or the refusal of entry visas, making it impossible for the ODIHR to carry out its mandate and causing the ODIHR to decide to cancel the EOM in question;
