Takes the view that, when adopting its new Strategic Concept, NATO should not embark on developing its own civilian capabilities, but that it should be able to rely on those of the EU, which has already secured the necessary manpower and resources, has proven experience regarding civilian missions and is, in accordance with its founding principles, committed to democracy, good governance, human rights and the rule of law, in order to avoid unnecessary duplication of effort;
