Notes that the efforts to combat climate change need to be based not only on political impetus but also on civil society, in both developed and developing countries; considers that public information campaigns should be launched and education programmes in schools and universities adopted both to provide citizens with analyses and evaluations of the state of climate change and to propose appropriate responses, especially in terms of changing ways of life in order to reduce emissions;

Raises the concern that poor and developing countries around the world have contributed the least to climate change, yet have suffered and continue to suffer most from the consequences; is of the view that there is an increasing need to provide developing countries with affordable technologies and financial support, and that the greatest priority should be to reform the energy markets of, in particular, big industrialised states like China and India by promoting biomass fuels and renewables;
