Believes that the requirement of maintaining the agricultural area in good agricultural condition on 30 June 2003 (Council Regulation (EC) 73/2009, Article 124) in order to be eligible for direct payments, applied to a new Member State other than Bulgaria and Romania, should be abolished to make the payment system used in these Member States simpler and more understandable for farmers;
