(21) Specific reporting provisions should be foreseen to monitor the implementation of the highly qualified scheme, also with a view to identifying and possibly counteracting its possible impacts in terms of brain drain in developing countries, especially in Sub-Saharan Africa. Data on the professions and the nationality of highly qualified immigrants admitted by Member States should therefore be transmitted annually by Member States through the network created for these purposes by Council Decision 2006/688/EC of 5 October 2006 on the establishment of a mutual information mechanism concerning Member States' measures in the areas of asylum and immigration. A mechanism should also be foreseen to enable highly qualified immigrants who wish to do so to return to their country of origin for a limited period to carry out occasional tasks in the sector in which their expertise lies, with an assurance that, when they return to the EU, they will have the same rights as they had before they left, and a guarantee that they will receive financial support from the EU in order to ensure they receive, for as long as they are absent, a salary equivalent to what they would have received if they had undertaken the same activities within the host Member State.
