- to simplify the monitoring system and seek to introduce a single monitoring system; - to apply consistently the Action Plan adopted by the Commission on 19 February 2008 on strengthening the supervision under shared management for structural actions; - to adapt standards in the field of public contracts with a view to simplification and harmonisation; - to coordinate the rules on cost eligibility with the Member States; - to ensure advance payments to beneficiaries to a greater extent; - to adopt a more flexible approach to the "n+2/n+3" rules, particularly for projects co-financed under the Cohesion Fund; - to improve coordination of measures carried out and co-financed under the cohesion policy and under CAP II (Development of rural areas); - to promote and implement the partnership principle; - to promote the use of an integrated approach, particularly for measures carried out in rural areas; - to make technical aid programmes more flexible; - to introduce fully electronic procedures and full digital documentation; - to introduce mechanisms to promote network cooperation and facilitate group project management; - to promote and facilitate the creation of projects using mixed funding, particularly the instruments JEREMIE and JESSICA;
