In the field of transport, national action plans must, in addition to the measures referred to in the previous subparagraph, contain more specific measures to promote the renewable energy production and logistics chain, including biofuels, hydrogen and electricity produced from renewable sources. These measures, eligible for funding under the trans- European energy networks, must through investment in infrastructure facilitate the production of renewable energy throughout the EU and its transport and distribution direct to the consumer.

5a. The social criteria shall ensure, inter alia, that: (a) the public has access to information and participation; (b) a declaration of consent is obtained from a representative of local communities or local people; (c) mandatory regular reporting takes place about the social consequences of bio-feedstock production, notably on food prices, to demonstrate absence of negative effects, inter alia on food security. The criteria set out in this paragraph shall be deemed to be covered by existing rules in the Member States that ensure the same results.

4a. As soon as the CEN has adopted a standard for a 7 % mixture in diesel ensuring a level of requirements for biofuels which is identical with the specifications at Annex V of this directive, Annex V shall be deleted and all references to it in this directive shall be replaced by a reference to the standard adopted by the CEN. This provision shall not have the effect of delaying achievement of the objective and date set out in Paragraph 2.

4b. As soon as the CEN has adopted a standard for a 10 % mixture in diesel ensuring a level of requirements for biofuels which is identical with the specifications at Annex VI of this directive, Annex VI shall be deleted and all references to it in this directive shall be replaced by a reference to the standard adopted by the CEN. This provision shall not have the effect of delaying achievement of the objective and date set out in Paragraph 3.
