(2a) In this respect, the Agency should play a more active part in investigating air accidents, especially when there are casualties. In such cases, the national authorities should also have the passenger lists at their disposal before the commencement of the flight so that the families of victims of air accidents can be informed, without prejudice to Directive 95/46/EC of the European Parliament and of the Council of 24 October 1995 on the protection of individuals with regard to the processing of personal data and on the free movement of such data.
