Recital 26
(26) Charging external costs through tolls will be more effective in influencing user decisions if they are aware of such costs. Therefore, those costs should be identified separately on a statement, on a bill or an equivalent document provided by the toll operator. Furthermore, such a document would facilitate hauliers in passing on the cost of the external-cost charge to the shipper or to any other clients. To enable hauliers to pass on any extra costs to their clients, the Commission should provide Member States with the instruments required to ensure that the infrastructure and external cost charges can indeed be passed on separately from transport prices.
