Notes that a high percentage of errors in cohesion policy occur as a result of complex rules and procedures; calls on the Commission to simplify these, leading to a more efficient system; points out, however, that final figures can only be established for those periods that can be deemed finalised and that, to this end, only the 1993-1999 period has to date been finalised;
