GrantsIn keeping with its power to make use of the two deadlines in the discharge timetable in order, in this case, to explore the possibility of reaching an agreement with the Danish Presidency, postpones its decision on granting the Secretary- General of the Council discharge for implementation of the Council’s budget for the financial year 2010;

14. CIs of the opinion that key aspects of the discharge procedure between Parliament and the Council could comprise the following elements: Taking into account: - that Article 13(2) of the Treaty on the European Union (EU-Treaty) calls on therefore on the Committee on Budgetary Control to draw up a list of the key aspects that might be included in such an agreement. institutions to practice mutual sincere cooperation, - that according to Article 319 of the EU- Treaty defining the Council's and the European Parliament's role in the discharge procedure, - the role of the Council is to give a recommendation to the European Parliament concerning the discharge of all EU Institutions and bodies, - the role of the European Parliament is to decide on the discharge to all EU Institutions and bodies, - the administrative autonomy of each of the Union's institutions in matters of their respective operation, - the discharge related articles in the Financial Regulation (Articles 145 -147), - the fundamental democratic principle of transparency and accountability, - the aim to further improve sound financial management, - the aim to further improve effectiveness, efficiency and economy in budget execution, Acknowledges that - in order to fulfil their respective roles the EU-Treaty and the Financial Regulation stipulate that a certain number of documents be put at the disposal of the discharge authority: - the annual report by the European Court of Auditors together with the replies of the institutions under audit to the observations of the Court of Auditors, including the statement of assurance, and any other special reports of the European Court of Auditors, - an Annual Activity Report based on the results achieved, in particular in relation to the indications given by the European Parliament and the Council pursuant to Article 319 of the EU-Treaty, - accounts of the preceding financial year relating to the implementation of the budget, - a financial statement of the assets and liabilities, - a report on the budgetary and financial management, - a report summarizing the number and the type of internal audits carried out, the recommendations made and the action taken on those recommendations, - independently of their respective role in the discharge procedure, the Parliament and the Council need a similar factual basis to deliver a recommendation or to take a decision, - the Council should submit to the European Parliament, as decision-taking discharge authority, any discharge related information the latter requests, - the Council will reply in writing to the European Parliament's discharge related questions, - all European institutions and bodies should be treated in the same way when the Council is preparing its discharge recommendation, - before the end of January a meeting will be organised on discharge related matters, relating to the points above, between the European Parliament and the Council: - on Parliament's side will participate the Vice President of the Parliament responsible for budgetary affairs, the Members of the Committee on Budgetary Control and the Secretary-General of the Parliament, - on Council's side will participate the Presidency in office and the Secretary General of the Council, - the Council Presidency will be invited to attend the presentation of the European Court of Auditors' Annual Report and Parliament's plenary debate on discharge.
