8 a. Is concerned that the work of ENISA, the 'pace-setter' for Information Security in Europe, based in custom built premises in Crete, would be fragmented through a division of its headquarters between Athens and Heraklion, which would significantly increase the agency's operational costs and contradict the principle of sound financial management by adding financial and administrative burdens, in a period when economies are required; points out that the construction of the agency's brand new high-tech building in Heraklion, tailor-made to its operational needs, was completed in 2011 with a cost of €6 million, in line with ENISA's technical specifications; further believes that a cost-benefit analysis of the division of ENISA's headquarters and of the resulting parallel functioning in two cities should be undertaken by the competent institutions, such as the European Court of Auditors or the Commission;
