(4a) In order to ensure that this gradual replacement of time-based charges with distance-based charges does not become a further obstacle to access to the main European markets for transport from peripheral countries and regions, a compensation system should be put in place as soon as possible to balance the added costs and thereby ensure that it does not represent a significant loss of competitiveness.

(4b) In this connection, consideration should be given to the possibility of offsetting the added costs arising from remoteness by means of facilities as regards (a) access to more energy- efficient fleets and (b) the priority provision of exclusive infrastructure (see the green corridors in the White Paper) or technologies such as e-highways. These compensating facilities could form part of the future CEF post-2020.

(5a) Nevertheless, in application of the ‘polluter pays’ principle, it should also be noted that the internalisation of costs via fixed-sum taxes in respect of a standard measure of fuel is an efficient means of collection, since it does not fluctuate with variations in prices, as well as being efficient in environmental terms, since de facto it establishes a bonus/malus system in which those who pollute most also pay most. Moreover, collection through taxes on fuels does not have the effect of diverting traffic onto less safe routes that are not subject to tolls. In this context, the Commission should analyse and study the impact of both existing and new tolls for heavy goods vehicles on the European single market and its differentiated territorial distribution.

(5b) The development of a valid and acceptable framework for inter-urban road charging must take the social component into account. A formula needs to be found that establishes a balance and does not discriminate against and impose a burden on the working classes, who are forced to live on the outskirts of cities as the most affordable option, given the excessive cost of housing in cities, creating further economic constraints on and obstacles to their mobility. As the White Paper on transport states, restricting mobility is not an option, and it is therefore necessary to establish financial support procedures and mechanisms at European and Member State level in order to ensure non- discriminatory access to city centres for the working classes.

Recital 13
(13) Road congestion, to which all motor vehicles contribute in different proportions, represents a cost of about 1% of GDP. A significant part of this cost can be attributed to interurban congestion. A specific congestion charge should therefore be allowed, on condition that it is applied to all vehicle categories. In order to be effective and, proportionate and non- discriminatory, the charge should be calculated on the basis of the marginal congestion cost and differentiated according to location, time and vehicle category. Similarly, balancing and compensatory formulae need to be found that do not discriminate against the working classes living on the outskirts of cities, who would already have to bear the costs of both user charges and tolls. In order to maximise the positive effect of congestion charges, corresponding revenues should be allocated to projects addressing the sources of the problem.

(13a) Bus and coach services offer the potential to solve wide-ranging environmental and social challenges and are part of the solution to congestion and transport externalities. In light of the positive role that energy efficient buses and coaches play as a collective mobility service, Member States should have the possibility to exempt them from external cost and congestion charging.

Tolls and user charges shall not discriminate, directly or indirectly, on the grounds of the nationality of the road user, the Member State or the third country of establishment of the transport operator or of registration of the vehicle, or the origin or destination of the transport operation. In order to avoid any additional burden and added costs for transport from peripheral countries, a compensation system shall be put in place to prevent any loss of competitiveness, which could be based, inter alia, on access to a more effective fleet and/or the provision of exclusive or technological infrastructure such as e- highways.

A formula should be found for levying user charges, be it a deduction in externality rates and/or congestion rates or other possibilities, so that there is no discrimination with the dramatic increase of prices against the transport operations in these countries.
