Deplores the fact that an increasing number of women live in poverty or are at risk of poverty, in particular women with special needs, such as disabled women, immigrant women, women belonging to minorities, elderly women and single mothers; urges the Commission to pay particular attention to this problem when drawing up, as well as implementing, the relevant budget headings;

Reminds the Member States to make use of the funds available under the European Social Fund to promote gender equalityand the European Regional Development Fund to promote gender equality, not merely by including gender mainstreaming, but also by providing measures directly aimed at vulnerable groups of women, taking due account of the impact of the economic crisis, and investing in high-quality public services and, specifically, guaranteeing adequate provision of high-quality services at affordable prices for childcare, care of the aged and care of other dependent persons;
