Recommends organising a workshop focussing on the legal analysis of Parliament’s function of budgetary control and the Council’s duty to cooperate, as well as drafting an own initiative report focussing on possible amendments to the Treaty, as a way forward in order to prepare for the possibility of instigating legal proceedings, as well as the possibility of a change or clarification of the rules on granting discharge to other institutions stated in the Treaty;
