Underlines the important role of security defence cooperation between the EU and partners such as the UN, NATO, AU and OSCE; stresses the vital importance of collective defence guaranteed by NATO for its members; urges the Member States, as a matter of urgency, to step up their ability to contribute to territorial defence, commit more resources and cooperate more closely to build synergiesfoster human intelligence capabilities and share intelligence to counter terrorism, commit more resources and cooperate more closely to build synergies and to pool and share resources (human, equipment, etc), in the context of the CSDP and the objectives set forth in December 2013 Council conclusions for the development of the CSDP, which aim at a certain level of EU strategic autonomy in the field of defence; stresses that all the Member States must enjoy the same level of security, in line with Article 42(7) TEU; stresses that a credible EU foreign policy needs to be underpinned by adequate defence capabilities in the Member States and an effective Common Security and Defence Policy (CSDP); takes the view that the CSDP is an important component of European defence and can contribute to it in many ways, including by fostering defence cooperation, enhancing interoperability and increasing efficiency; welcomes the HR/VP's commitment to actively engage on defence matters, including by chairing meetings of the Foreign Affairs Council in the Defence Ministers configuration;

Urges the EU leadership to develop, in close coordination with the US and involving major powers (e.g. Russia and China), a strategy encouraging regional actors (including Turkey, Iraq, Jordan, Egypt, Gulf Cooperation Council governments, Iran, the Arab League and Kurdish forces) to unite in order to put an end to proxy wars and halt financial support to fundamentalists, and to develop a solution for peace and stability in the region; reminds that the stability and the prosperity of the region requires that priority be given to putting an end to the Syrian war and the military defeat and eradication of the ISIS/Daesh threat from Iraq and Syria; supports the engagement of all parties involved in the Middle East peace process in finding a comprehensive, constructive and sustainable solution to the Middle East conflictIsraeli-Palestinian conflict, based on a two-state solution; emphasises the need to preserve the territorial integrity and national unity of Libya and supports EU engagement should the Security Council consider it inevitable that an international intervention is needed to end the violence; calls on the HR/VP to promote a review of the mandate of EUBAM Libya so as to, firstly, conform to a UNSC-mandated operation and, secondly, to respond to the pressing SSR and DDR needs to stabilise and pacify the country and help bring about a political settlement; urges the HR/VP to provide impetus for a stronger engagement of regional actors on mediation and conflict resolution;

Takes the view that the criminal activities and barbaric violence by terrorist jihadists engaged in and associated with the so-called Islamic State (IS) represent a major threat to the wider Middle East and North Africa (MENA) region, and potentially to global peace and stability; supports the global coalition against IS and its efforts to combat IS militarily, and welcomes the contributions of EU Member States in this context; urges the stepping-up of resolute global regulatory pressure to deprive jihadists of oil revenues and to apply strict global sanctions against financial transactions in their favour; points to the urgent need to systematically disable jihadists from using the internet for propaganda; insist on the need to step up international cooperation, as well as intra- EU cooperation focused on preventing extremists from traveling to Syria and Iraq to join the jihadist fight, including investment in national radicalisation prevention and de-radicalisation programmes in member states; calls on Member States to enact ways to bring those returning European fighters to justice, within the remit of their domestic criminal law systems; warns Member States against adopting any legislation aimed at tackling the return of those so- called foreign fighters that may be in contradiction with the European Convention on Human Rights or any other provision of International Human Rights Law; stresses that the fight against extremism and terrorism can only be effective if it happens within international legal standards, namely International Human Rights Law and International Humanitarian Law;

(a) Stresses that the peace and stability in the Asia-Pacific Region, in the areas of the East and South China Sea in particular, is of strategic importance to the EU; urges all parties concerned in the region to solve differences in a peaceful way, in line with international law, and to cooperate with each other to exploit natural and marine resources; takes the view that the EU has a substantial interest in East Asia's continued growth and prosperity; underlines the need to strengthen the EU's economic partnership with Asia-Pacific countries in an inclusive manner so as to maintain sustainable peace, stability and prosperity; welcomes the encouraging improvements in cross- Strait relations over the past six years and calls upon to take further measures to facilitate their peaceful development; urges the HR/VP and the Council to continue its cooperation with all stakeholders in the region, on a broad range of global issues.
