Welcomes the intention of the Commission to include several provisions in future bilateral agreements, including respect for the principle of limiting access to resources that are scientifically demonstrated to be surplus to the coastal State’s own catch capacity, a human rights clause and the exclusivity clause, though the latter needs to be strengthened and made consistent across agreements;
