Emphasises that ready access to public procurement for SMEs is crucial in order to maintain employment and sustainable development; stresses that simplifying the procedures and applying the European Code of Best Practice facilitating access by SMEs to Public Procurement Contracts will facilitate SMEs’ access and enable them to participate on a more equal and fairer footing;
