M a. whereas migration to Europe through the Mediterranean poses a great danger for the immigrants, it would be better both for the immigrants and for the EU-countries to set up refugee camps maintained by the UNHCR in North Africa; underlines that the UNHCR has the best possible expertise to organise and manage these refugee camps, there the right for asylum could be examined and when granted, the EU countries would take these asylum seekers within their quotas;

Understands that the recently proposed European Border and Coast Guard is intended to replace Frontex and is meant to ensure a European integrated border management at the external borders with a view to managing migration effectively and ensuring a high level of internal security within the Union, while safeguarding the free movement of persons therein; underlines that Member States should be always the ones deciding whether to receive help or not, since border guard is an integral part of countries' sovereignty;
