Acknowledges that higher education systems have the potential toinstitutions prepare people for the world of worklabour market: for instance, SMEs with no R&D facilities can benefit from university research resources and expertise, and SMEs can offer students internships, apprenticeships and employment opportunities; calls, therefore, for closer cooperation between higher education institutions and SMEs.
