Where there is a potential risk to human healththe environment, as identified in accordance with the Reach Regulation, arising from the use of substances in cosmetic products, which needs to be addressed on a Community-wide basis, the Commission may, after consultation of the SCCPcientific Committee on Health and Environmental Risks (SCHER), amend Annexes II to VI accordingly.
