Article 1
This Regulation hereby establishes the European Training Foundation (hereinafter referred to as the "Foundation"), whose objective shall be to contribute in the context of EU external relations policies, to improving human resources development, in particular by means of education and training in a lifelong learning perspective, and relatedwith a view to increasing the number, and improving the skills, of people entering the labour- market issues in the following countries:

Article 4 - paragraph 3
1. The Foundation shall have a Governing Board consisting of sixfour representatives of the Member States, four representatives of the European Parliament and sixfour representatives of the Commission, as well as three representatives of the partner countries.

Article 7 - paragraph 2
2. The representatives of the Member States shall be appointed by the Council on the basis of their experience and expertise in the Foundation's areas of work. The Commission shall appoint its own representatives. T and the representatives of the partner countries shall be appointed by the Commission. The Commission and the Council shall endeavour to ensure a balanced representation of men and women on the Governing Boardon the basis of their experience and expertise in the Foundation's areas of work.

Article 10, paragraph 1
1. The Director of the Foundation shall be appointed by the Governing Board, on the basis of a list of candidates proposed by the Commission and in the light of his or her experience and expertise in the Foundation's areas of work, for a period of five years. Before being appointed, the candidate selected by the Governing Board may be invited to make a statement before the competent committee(s) of the European Parliament and answer questions put by its/their members.
