b) Ownership — Increasing public ownership of social inclusion policies and actions, emphasising everyone’s responsibility in tackling poverty and marginalisation and the importance of encouraging and supporting voluntary service even in this area. The European Year shall foster awareness, participation and engagement, and create new opportunities for ordinary citizens to contribute.
