Welcomes the fact that, with the EU 2020 Strategy and the communication on an Integrated EU industrial policy, the Commission is finally acknowledging the importance of an active industrial policy and particularly of manufacturing industry for sustainable growth and employment in Europe and committing itself to an integrated industrial Policy based on the principle of a social market economy;

Stresses the need to distinguish more clearly between research and innovation, as activities which, while closely linked, have different objectives, means, instruments of intervention and working methods: research, carried out by enterprises in the interests of their own growth, should create new knowledge and should, by its nature, be exploratory, independent and risk-taking; innovation, by contrast, has the objective of creating new products, new services and new processes having a direct impact on the market, on society and on the life of enterprises as such;

Is aware of the diversity of types of enterprise existing in Europe; stresses, in particular, the importance of enterprises forming part of the 'social economy', based on a model defined not in terms of size or sector of activity, but of the participation of social stakeholders, the primacy of the human dimension and social objectives over capital, the defence and application of the principles of solidarity and responsibility, the balancing of users' interests with the general interest, voluntary and open membership, use of the greater part of profits to pursue the objectives of sustainable development, and services rendered to the members on the basis of respect for the general interest;

24. Calls for future trade agreements to be drawn up in such a way that they form part of an industrial strategy based on fair competition in the developed and developing worlds; the principle of sustainable development must be comprehensively applied, and social and environmental standards incorporated in free trade agreements; steps must be taken to ensure that European industries are not endangered by unfair practices, as is currently happening in the solar energy industry; calls in addition for consideration to be given to the merits of readjusting exchange rates which are currently excessively favourable to exports from certain emerging countries, prompting companies to relocate to countries with cheap labour, weak legislation protecting trade union rights and low environmental standards;

Takes the view that, to consolidate European industry and, in particular, improve the competitiveness of companies within the world economy, it is necessary to introduce European provisions regarding origin marking (Made In); this would make it possible for the public and for consumers to make informed choices and would encourage production within the European Union, which is in many cases preceded by a reputation for quality and high production standards;
