4. Is convinced that the Enterprise Europe Network (EEN) is an effective tool to support SMEs in accessing markets inside and outside the EU; agrees, however, that a new governance model for the EEN is needed, with a view to creating synergies with existing structures run by national or stakeholder organisations, to increase effectiveness and to allowing for tailor- made support for tailor-made support which can support businesses in defining a strategy for developing foreign markets, that promotes cooperation between businesses by encouraging the matching of supply and demand, which helps SMEs to acquire the necessary skills to deal with the challenges of internationalisation and helps them solve the technical problems of foreign trade;

Supports the suggestion to enhance cooperation between the various business associations, chambers of commerce and other private actors active in non-EU countries, encouraging the process of internationalisation from the level of the individual business to that of networks or multi-location chains, in order to encourage more complex and sustainable internationalisation projects involving multiple businesses and other public support organisations and institutions;

Notes the importance of skilled and trained entrepreneurs in facing the challenges of international business; calls on the Commission to promote the ‘Erasmus for yYoung Entrepreneurs’ programme and to look into the possibility of an ‘Erasmus Mundus for entrepreneurs’ to enable talented entrepreneurs to acquire experience in, and to network with, centres of excellence outside the EU, also through advanced business culture training, which allows an international entrepreneurial vision to be gained, in order to acquire the necessary and fundamental tools to compete in a global market;

Stresses that health and safety at work and workers' protection cannot be considered administrative burdens; calls the Commission to simplify administrative burdens always ensuring health and safety at work and asks to considering the need for SMEs to guarantee adequate knowledge and resources to manage employees working environment properly in order to reduce costs of inadequate safety; this support could include: disseminating good practices, training employees, developing simple risk- assessment tools and guidelines, providing access to affordable, good-quality prevention services, offering financial incentives etc.;

Highlights the Single Market as a key enabler in creating the best possible environment for SMEs; deplores that it still does not exist in many areas, particularly as regards its digital dimension; calls on the Commission to push for the implementation of the digital single market by 2015, through communications infrastructure that provides for the expansion of broadband and promotes universal access to information and communications technologies and to force Member States to apply existing legislation, and to make new proposals where internal market legislation is still missing;

31. Calls on the Commission to establish a roadmap on competitive SME taxation, encouraging Member States to create a tailor-made fiscal system for SMEs, incentivising capitalisation and productive efficiency and to adapt their taxation schemes with a view to lowering the non- labour wage costs for young companies and allowing such companies to keep a larger proportion of their profits for reinvestment in the company; suggests that the roadmap be based on best practices and, include pilot projects; and consider the proportional taxation of profits generated and retained within the business and a subsidised form of taxation for those with a greater turnover;
