(13a) In Article 24 is added a new paragraph: “In order to promote the adoption of innovative waste treatment systems, Member States shall exempt from authorisation Research and Development activities on new waste recovery systems or on new waste typologies to be recovered. Such Research and Development activities shall not be on industrial scale yet.”
