Asks the Commission to propose ways to introduce an early warning mechanism, giving the subnational government the possibility to observe whether the principles of subsidiarity and proportionality have been taken into accountRecognises that, although the EU does not have specific competence for urban development, a broad range of EU initiatives have a direct or indirect impact on cities; considers its necessary for the impact of those initiatives at a territorial and urban level to be constantly monitored; calls on the Commission to work in close conjunction with the Committee of the Regions to enhance those evaluations;
