Notes that, under the proposed revision of the EU Emissions Trading Scheme (ETS), auction revenues will provide a significant source of funding for new low carbon technologies; believes that a portion of these revenues should be used to set up a new European fund for research into low carbon technologies; notes that the Research Fund for Coal and Steel created from the assets of the European Coal and Steel Community provides a useful model in this respect; believes that businesses affected by the ETS should be involved in deciding how this funding is utilised;
