Stresses that only a pan-European energy network, not based on Member State borders, will enable the final completion of the internal energy market; considers it urgently necessary to develop and fully implement the legislative and financial mechanisms provided for under the Treaty and secondary legislation so as to remedy without delay any failure to act regarding gaps or deficiencies in the provision of TransEuropean Energy Network links;
