2a. Points out that the volume of poor- quality goods from third countries, including copies of goods protected by intellectual property rights and counterfeit medicines, being sold through the internet is increasing and that effective measures must be taken, including measures in cooperation with non-EU countries, to deal with this;

Paragraph 2 b (new)
1 2b. Points out that, although in accordance with Article 18 of Regulation (EC) No 2006/2004 of the European Parliament and of the Council of 27 October 2004 on cooperation between national authorities responsible for the enforcement of consumer protection laws (the Regulation on consumer protection cooperation)1 the Commission has the authority to conclude agreements with third countries on enhanced cooperation to protect consumers, no such agreement with any third country has yet been concluded; calls therefore on the Commission to start negotiations and as OJ L 364, 9.12.2004, p. 1. soon as possible to conclude these agreements especially with OECD countries and the main trading partners of the EU, since this would ensure greater enforceability of consumer rights;
