Acknowledges the need to promote on- farm biosecurity measures; considers that measures such as the isolation of new animals brought to farms, the isolation of sick animals and regulation of the movement of people can have a major impact in restricting the spread of disease; in this perspective, farm auditing system through regular farms visits by veterinarians could help implementing on-farm bio security measures, based on close cooperation between farmers and veterinary practitioners, and therefore constitute a very efficient early prevention tool; this could be extended to any system of animal producing;

Strongly supports actions to increase the use of vaccination, which should foster more effective disease prevention and diminish the number of animals culled as part of disease -eradication operations; draws attention to the fact that the introduction of an effective vaccination system requires the promotion of vaccines safety for public health and the provision of appropriate financial support, in order to encourage its use; considers it essential, furthermore, for EU vaccine banks to be expanded;
