Urges the Commission to include in their review of the Agency of Fundamental Rights of the European Union and the European Institute for Gender Equality to create an appropriate legal framework for the two institutions to cooperate; encourages those two institutions to closely cooperate and coordinate in order effectively to combat violations of rights guaranteed by the Charter of Fundamental Rights;
