Encourages Member States to take into account the appropriatenesssocial, cultural and economic value of allowing unlicensed users access to the dividend, in particular small and medium-sized enterprises and the not-for- profit sector, and to increase the overall efficiency of spectrum usage by focussing such unlicensed uses on the unused spectrum in the broadcast cluster (“white spaces”);
