14. Notes with concern indications that certain national action is again being taken to influence energy markets, especially as regards efforts to secure the supply of electricity, with Member States implementing national capacity- remuneration mechanisms without fully exploring the potential of cross-border solutions, thus interfering with and distorting market design; Believes that there is a risk that, if not implemented in a coordinated manner across the EU, national capacity mechanisms might further fragment Europe's energy market by, de facto, discriminating against electricity imports;
